At least half a dozen kicker reform bills are going forward from the 2010-2011 interim. The proposed legislation ranges from repealing the kicker to redirecting part or all of kicker into a “rainy day” contingency fund until it reaches a cap. The bills that would leave the kicker in place differ in specifying how high the cap should be, as well as how much of the kicker should go towards the rainy day fund and how much should go back to the taxpayer. While it’s unclear which option will prove politically viable, it seems overwhelmingly likely that we will be seeing some kind of kicker reform in the 2011 session.
